Research by the Resolution Foundation, entitled One Foot on the Ladder, was funded by the Nationwide Foundation and Thames Valley Housing Association to find new ways for low and moderate income families to access affordable home ownership. The report showed that a major expansion of newly built shared ownership homes could help low and modest income working families across the country onto the property ladder, by keeping housing costs affordable.


The report was published in November 2013 and has been shared with the housing industry, local government and parliamentarians in a bid to achieve meaningful change and increase the scale of shared ownership making it more accessible and widely used.

Currently, there is very low take up of shared ownership. The Resolution Foundation’s report says that shared ownership needs to become the mainstream fourth tenure to help people meet their aspiration to own a home. This would generate much needed new housing supply and help address Britain’s growing wealth gap, while also reducing volatility in the housing market.
