The Nationwide Foundation funded the New Economics Foundation (Nef) to test its ‘housing flex scheme’: a model that proposes to change the way housing associations and local authorities agree the proportion of social homes that are built on a site. The new agreement would be more flexible than the current system and would reduce risks for the housing associations, allowing them to build more social rent homes.


NEF worked with housing associations, local government, the Greater London Authority, central government, housing developers and other key stakeholders to identify and overcome the barriers for putting the model into practice and ultimately deliver more new affordable homes.
